Yes,
It would basically be a bad idea giving an option to choose all the top drivers as everyone would most likely choose the same ones week in and week out,
This way you have to choose wisely once your top driver has been chosen as it will count a lot in the lower end,

Glad to see the 1-2 by Ferrari but would have liked to have seen Kimi win based on his weekend performance.
